Does the Quick Pick cost PP?

Never. It is explicitly a free pick: your balance is identical before and after, whichever way the market goes.

What if the market I picked gets cancelled?

It voids. You score nothing for that pick, you lose nothing, and your participation still counts toward the day's completion bonus.
