Will ESA select its seven-spacecraft Plasma Observatory at the November science meeting?

Question

This concerns the selection decision, not mission adoption, final construction funding, procurement or launch. ESA’s existing recommendation does not qualify by itself. A formal selection subject to later technical or budget milestones qualifies if ESA identifies Plasma Obs
