This market will resolve YES if the Council of the European Union adopts and publishes a legally effective amendment extending Decision 2014/145/CFSP beyond its September 22, 2026 expiry, without allowing the regime to lapse at that expiry. A short technical extension counts; six months is not required. Removing selected individuals while maintaining and extending the regime still qualifies.
