Will the October 15–16 EU summit endorse migrant return hubs outside the EU?

Question

This market will resolve YES if the European Council’s formally adopted conclusions from its 15–16 October 2026 meeting explicitly endorse establishing or operationalising migrant return hubs in countries outside the European Union. These must be facilities for people without a right to remain in the EU pending return or transfer; the wording must support the policy rather than simply record that it was discussed.
