Will Stellar activate its Bell upgrade at the November 23 mainnet vote?

Question

This market will resolve YES if Stellar's public mainnet adopts and activates Bell, Protocol 30, through the validator upgrade vote scheduled for November 23, 2026 at 17:00 UTC, with the first accepted public-mainnet ledger using Protocol 30 recorded within twenty-four hours of that scheduled vote.

The Stellar Development Foundation has published the vote time and an upgrade guide. A planned vote is not a guarantee of approval. Only public mainnet activation counts: a successful November 3 test
