This market will resolve YES if… the first substantive President pro tempore formally elected by the United States Senate for the 120th Congress is affiliated with the Democratic Party at the time of that election. This institutional test defines “control” exclusively for this market following the November 3, 2026 midterm elections.

The market will resolve NO if that first formally elected President pro tempore is affiliated with the Republican Party, another party, or is officially unaffiliate
